Shuffle the deck and deal each player 4 cards. Choose a starting player, a direction of play and begin.
On your turn you MUST either:
◦ Play a card (place it face up in front of you. This activates In Play abilities)
◦ Discard a card (put it in a face up pile of discarded cards beside the deck. This activates When Discarded abilities)
You can do either action with any card. To end your turn, resolve any abilities of cards that have been played/ discarded, then draw a card.
The game ends when the last card is drawn from the deck. Players reveal their hands and count up any In Hand abilities of those cards as well as other Victory Paws from cards in Play. The player with the most Victory Paws wins, of course.

Who is making Cats Play Politics?
Hello, I am Daniel Brazell, an Eagle Scout and a student working in Video Game Design. I have always loved games (card games, board games, video games, the whole lot) so naturally, I have wanted to make games of my own for quite some time. In my free time, I enjoy reading, drawing and writing stories as well as working on concepts for games, like Cats Play Politics.
How did I come up with the idea of Cats Play Politics?
A couple months back I discovered a super fancy website called The Game Crafter that offers a wide variety of card and board game design products for independent game designers like myself. Best of all, these components can be customized and printed on demand so there is no need to stockpile loads of your product.
Going into Cats Play Politics, I decided I needed to place some limits on my design. Many people view limitations as a drawback, but for creators, they are a stimulant. I decided to limit myself with a new component that The Game Crafter had added to their collection, which was the Mint Tin container. I started with some loose ideas for some sort of political game, and, after some time, I formulated the basic design of Cats Play Politics. During the design process, I drew inspiration from other card games, such as Coup, Magic the Gathering and poker. Eventually, I cobbled all these pieces together and created the wonderfully fun card game that is Cats Play Politics.
